현재 유네스코 세계지질공원 실사단이 제주에서 지질공원에 대한 실사를 펼치고 있다. 그러나 지질공원보호와 관리의 입장에서 지질공원이 훼손되고 이에 따라 문제를 꾸준히 제기하고 있는 지역주민들과 이해당사자에 대한 면담이 이루어지지 않고 있다. 제주도가 보여주는 지질공원 현장만을 보고 재인증에 관한 평가를 한다는 것은 공정한 평가라고 할 수 없다.
그래서 월정리 비상대책위원회(제주 난개발저항 지역연대)는 실사단에게 직접 진정서(영문)를 9월 13일 만장굴 실사 지역에서 전달하였고 실사단으로부터 보겠다는 말을 들었다.
비대위와 제주 난개발저항 지역연대가 요구하는 것은 지질공원 훼손 지역 모니터링과 피해 지역주민, 이해당사자들과의 면담을 통해 피해에 관한 내용을 파악해야 한다는 것이다.
지금까지 제주도지사들은 대외적으로는 제주 유네스코 세계생물권보전지역, 세계자연유산, 세계지질공원 3관왕에 대해서 자랑하고 보존에 앞장서며 지역주민들이 참여하는 보존 관리시스템을 천명해 왔지만, 세계 으뜸인 용천동굴 세계유산구역에 분뇨시설을 유네스코에 보고해야 하는 데도 전혀 보고도 하지 않으면서 증설을 계속 강행해 왔다.
더구나 오영훈 도지사는 주민들에게 세계유산 보존에 앞장서겠으며 주민들의 입장에서 분뇨처리시설인 제주 동부하수처리장을 해결하겠다고 공언했는데도 불구하고 당선되자마자 증설을 반대하는 주민들을 상대로 공사방해가처분 신청을 했다.
오영훈 도정, 이제는 유네스코 협약을 준수해야 한다. 동부하수처리장 쪽은 세계자연유산 완충구역을 좁게 하면서 반대편 마을 쪽은 두 배 가까이해놓고 동부하수처리장 부지가 일부 완충구역에 들어가 유네스코에 보고하지 않아도 된다는 주장은 이젠 거둬들여야 한다.
유네스코에 보고도 하지 않으면서 분뇨시설 처리용량을 몇 배씩 증설하여 유네스코 지질공원이며 세계유산지구는 심각한 위험에 처한 상태다.
. 이렇게 공공사업으로 제주지질공원과 생물권보전지역, 세계자연유산 지구가 훼손되고 오염되어도 지금까지 유네스코에 보고하여 모니터링받아야 하는데 단 한 번도 받은 바 없고 유네스코 지질공원 실사단으로부터도 조사를 받은 바 없다.
그러므로 유네스코 제주지질공원 실사단은 제주도와 환경부, 유네스코 한국위원회의 보고만을 중시하지 말고 지질공원의 훼손 상태에 대해서 문제를 제기하고 있는 지역주민들과 이해당사자들의 의견을 들어야 한다.
제주도가 시행하고 있는 난개발, 공공사업이 얼마나 자연환경을 훼손하고 주민들의 의견을 무시하고 주민들의 삶을 파괴하는 행위인가를 실사단은 분명 인지하여야 한다.

제주도, 유네스코 지질공원 훼손 심각하다. 국제협약 준수하라
2010년 제주도 전체가 유네스코 세계지질공원으로 지정되었다. 유네스코로부터 제주도의 지질학적 특성과 가치, 관리계획, 지질관광 등의 평가를 받아서이다. 환경부는 지정 당시 보도자료를 통해 앞으로도, 지질공원 운영에 철저한 관리계획을 수립하여 세계적으로 인정받는 제주의 우수한 경관적 접근을 통한 생태· 문화관광자원으로 활용하고, 지속 가능한 녹색경제 기반 구축에 기여할 수 있도록 철저한 단계별 준비를 실행해 나갈 방침이라고 밝혔다.
변덕승 제주세계유산본부장은 이번 9월 13일부터 진행되는 제주도 현장 심사에 철저히 대비해 왔다”라며 “유네스코 3관왕 타이틀을 유지하도록 최선의 노력을 다해 나가겠다”라고 말했고 오영훈 도지사 역시 유네스코 자연환경을 잘 보존하겠다고 공언하였다.
그러나 정부와 제주도가 밝힌 대로 세계지질공원과 세계자연유산 지구의 자연환경 보존보다는 공공사업과 난개발로 아름다운 비자림로의 나무와 제성마을의 왕벚나무 절단, 선흘지역 동물테마파크, 성산 제2공항 계획, 강정천을 훼손하는 해군기지 도로, 주민들의 생활환경을 훼손하는 서귀포시 우회도로 등으로 유네스코 세계지질공원과 세계생물권보전지역, 세계자연유산 지구는 위협받고 있는 실정에 있다.
월정리 용천동굴 지질공원과 세계자연유산 지구는 온통 시설로 자연환경이 파괴되고 훼손된 지 오래되어도 방치는 계속되고 있다. 분뇨처리시설과 에너지기술원 숙소, 풍차, 도로, 주차장, 전기충전소 등은 분명 지질공원과 세계유산의 가치를 훼손하며 오염시키고 있다.
유네스코에 보고도 하지 않으면서 분뇨시설 처리용량을 몇 배씩 증설하여 유네스코 지질공원이며 세계유산지구는 심각한 위험에 처한 상태이다. 거문오름계의 용암동굴은 만장굴, 용청동굴로 이어지면서 해안까지 뻗어가 용암의 흐름은 동굴 외부에서 확인되며 투물러스는 지질공원과 세계유산의 가치를 눈으로 확인할 수 있는 교육의 가치를 지녔지만 실상은 젼혀 발휘되지 않고 있다. 제주지질공원이 무색할 따름이다.
이렇게 제주도 전 지역에서 난개발과 공공사업으로 제주지질공원과 생물권보전지역, 세계자연유산지구가 훼손되고 오염되어도 지금까지 유네스코에 보고하여 모니터링받아야 하는데 단 한 번도 받은 바 없고 유네스코 지질공원 실사단으로부터도 조사를 받은 바 없다.
제주도와 문화재청, 유네스코 한국위원회는 자연의 가치를 뒷전에 두고 제주도의 공공사업을 우선시하는 정책을 펼쳐 지질공원과 세계유산의 훼손과 오염의 피해뿐만이 아니라 주민들의 삶의 생활권과 생존권의 피해가 너무나 심각한 상태에 있다. 겉으로는 지역주민들이 관리, 보존에 참여하고 있다고 하지만 실상황은 전혀 다르다. 세계지질공원과 세계유산 관리와 정책 입안과 시행에 주민들의 참여가 보장되어야 함에도 전혀 이루어지지 않고 있다.
그간 공공사업이란 명목으로 아름다운 자연환경이 훼손되어 생물다양성이 적어지고 동물서식지가 축소되고 있고, 주민들의 생활환경권이 침해받고 있다. 세계지질공원과 세계자연유산의 대표지역인 월정리의 용천동굴 지역, 성산일출봉과 곶자왈 부근에 엄청난 넓이의 성산 제2공항을 계획하고 동물테마파크를 세우겠다는 것은 유네스코 세계지질공원과 세계유산의 가치에 반하는 것이다.
이는 제주도와 문화재청 그리고 유네스코 한국위원회가 유네스코 협약을 정면으로 위반하는 것으로서 제주 유네스코 자연환경의 관리와 보존이 제대로 이루어지지 않은 관리 부재, 관리체계 미비, 부적절한 정책, 주민 관리 배제, 주민 의견 무시, 자연환경보다 공공사업 행정을 우선시하는 반문화행정으로 유네스코 협약의 운영지침을 정면으로 위반하고 있는 것이다.
그러므로 유네스코 제주지질공원 실사단은 제주도와 환경부, 유네스코 한국위원회의 보고만을 중시하지 말고 지질공원의 실상황에 대해서 문제를 제기하고 있는 지역주민들과 이해당사자들의 의견을 들어야 한다.
제주도가 시행하고 있는 난개발, 공공사업이 얼마나 자연환경을 훼손하고 주민들의 의견을 무시하고 주민들의 삶을 파괴하는 행위인가를 실사단은 분명 인지하여야 한다. 제주도는 유네스코 자연 분야 3개 타이틀을 갖는 데에만 심혈을 기울인 방면 보존과 관리에는 심각한 문제를 가진 것이다.

1. 실사단은 유네스코 지질공원 훼손과 관련된 지역을 모니터링 하라.
2. 실사단은 지질공원 피해지역 주민들과 이해당사자와 면담을 가져라.
3. 제주 지질공원과 생물권보전지역을 크게 훼손하는 성산 제2공항, 생물다양성과 동물서식지를 파괴하는 비자림로 학장공사, 해군기지 도로 확충을 위한 강정천 자연환경 훼손 문제, 제주 자연의 근본인 곶자왈을 파괴하는 선흘2리 제주동물테미파크, 실향민의 애환이 깃든 제성마을 왕벚나무 12그루 절단 행위, 지역주민들의 생활환경권을 침해하는 서귀포시 우회도로 사업, 제주동부하수처리장 증설 등의 사업을 즉각 실사단은 제주도정으로 부터 보고받아라.
4. 월정리 용천동굴 자락의 지질공원인 용암 흐름과 투물러스 지역이 교육과 자연관광의 장이 이루어지지 않는 상항에 대해서 실사단은 제주도정으로부터 보고 받아라.
5. 제주 동부하수처리장 부근의 용천동굴 하류와 남지미동굴의 위치에 대해서 보고 받아라.6. 용천동굴 지질공원에 있는 한국에너지기술원 게스트하우스, 풍차, 철탑, 전기충전소, 제주 밭담테마공원과 제주 밭담테마공원 정보센터, 제주 동부하수처리장 등에 대해서 모니터링 하라.7. 주민들의 삶의 질 향상을 위한 조치로써 생활 터전을 해치고 생존권을 위협하며 용천동굴지역 지질공원을 훼손하고 오염시키고 있는 제주동부하수처리장운영과 증설과정에 대해서 실사단은 모니터링 하라.
8. 실사단은 마을 주민들이 지질공원과 세계자연유산 관리와 정책 입안과 시행을 위한 기구 구성원에 포함되어 있는지 확인하라.9. 월정리 지질공원과 세계유산을 보호 보전하기 위해 활동해온, 선량한 주민들을 위협하면서 분뇨처리시설의 처리용량을 증설하기 위한 공사방해금지가처분 소송은 지질공원 보전정책의 일환이라 할 수 없다.제주 난개발저항 지역연대

ETITION to UNESCO Global Geopark Investigators (Working Group)
The damage to the UNESCO Geopark on Jeju Island is serious. Comply with international conventions
In 2010, the entire island of Jeju was designated as a UNESCO Global Geopark. This is a decision made by UNESCO on the evaluation of Jeju Island's geological characteristics and values, management plans, and geological tourism. At that time, the Ministry of Environment issued a press release to establish a management plan for the operation in the future, to utilize it as an ecological and cultural tourism resource through Jeju's world-recognized excellent landscape approach, and to contribute to the establishment of a sustainable green economy. The Ministry of Environment committed it’s clear implementation with step by step preparations.
The head of Jeju Province World Natural Heritage, Byeon, Deok Seung said, "We have thoroughly prepared for the on-site investigation of Jeju Island from Sep. 13th and we will do our best to keep the UNESCO triple crown title”, Also the Governor Oh Young Hun declared that he would well preserve Jeju, a UNESCO natural environment.
However, unfortunately, as the Government and Jeju Provincial Government have revealed, rather than preserving the natural environment of UNESCO World Geopark and World Natural Heritage, public projects and disorderly development have resulted in the cutting of the beautiful Bijarim Forest-ro trees and cherry trees in Jeseong Village, the Animal Theme Park in Seonheul, and the Second Airport Construction Plan in Seongsan. UNESCO Global Geoparks, World Biosphere Reserves, and World Natural Heritage Sites in Jeju are threatened by the Seogwipo City Bypass Road, which damages the living environment of residents, such as the construction of a naval base road that damages the Gangjeongcheon Stream.
The Yongcheon Cave Geopark in Woljeong-ri and the World Natural Heritage District are all government facilities, and the natural environment has been destroyed and neglected for a long time. Manure treatment facilities, accommodations at the Korea Energy Technology Institute, windmills, roads, parking lots, and electric charging stations are clearly damaging and polluting the value of geoparks and World Heritage sites.
The UNESCO Geopark and World Heritage site are in serious danger because the disposal capacity of the excrement facility has been increased several times without reporting to UNESCO. The lava caves of the Geomunoreum system lead to Manjang cave and Yongcheon cave and extend to the coast, and the flow of lava can be seen from the outside of the cave. This is not working at all. Jeju Geopark is actually abnormal.
Even if the Jeju Geopark, Biosphere Reserve, and World Natural Heritage site are damaged and polluted due to disorderly development and public works in all areas of Jeju Island, it has never been reported to UNESCO and monitored. haven't received. This is a direct violation of the UNESCO Convention by Jeju Island, the Cultural Heritage Administration, and the Korean Commission for UNESCO. Moreover, Jeju UNESCO's lack of management and conservation of the natural environment, insufficient management system, inappropriate policies, exclusion of residents' participation, ignoring residents' opinions, and counter-cultural administration that prioritizes the administration of public projects over the natural environment directly violates the operating guidelines of the UNESCO Convention.
Therefore, the UNESCO Jeju Geopark Investigators should not only focus on the reports of Jeju Island Province, the Ministry of Environment, and the Korean Commission for UNESCO, but listen to the opinions of local residents and stakeholders who are raising issues about the actual situation of the Geopark.
The investigators of The UNESCO Global Geopark must clearly recognize how disorderly development and public works carried out by Jeju Provincial Government are damaging the natural environment and destroying the lives of local people.
